Board of Trustees Approves Closure of Shields Elementary School Following Attendance Boundary Review and Facility Concerns

During the Monday, May 18, special called board meeting, the Victoria Independent School District Board of Trustees approved the closure of Shields Elementary School at the conclusion of the 2025-26 school year.

The closure comes during the districtโ€™s three-year attendance and zoning review process, which includes updates impacting multiple campuses across Victoria ISD for the 2026-27 school year. In addition to the districtwide review process, Shields Elementary has experienced multiple critical infrastructure failures over the past few months, compounding existing facility concerns and operational challenges on campus.

Every three years, Victoria ISD, along with a board subcommittee and attendance zoning task force, reviews student attendance boundaries across the district. This joint subcommittee is made up of trustees, community stakeholders, and district staff. The group reviewed enrollment trends, population growth, school capacity data, and campus utilization to determine whether boundary adjustments are necessary to ensure more efficient and equitable use of district facilities.

Following review and discussion, including two town halls held in April and the Public Hearing held during the May 6 special called board meeting, the Board of Trustees approved the closure of Shields Elementary at the end of the current school year.

As part of the attendance and zoning review process, Victoria ISD will provide updated campus assignment information to impacted families.

On Friday, May 19, parents and guardians of students impacted by the districtโ€™s attendance and zoning adjustments, including Shields Elementary families, will receive an email containing information regarding:

  • Newly assigned campuses

  • Open house opportunities at new campuses

  • Registration information for the 2026-27 school year

  • Transportation information for the 2026-27 school year

  • Transfer request information
